I'll call the Board on Monday to ask directly, but I figured that I know there has to be other Virginia based landlord / builder / handyman / contractors who've seen this.I'm not trying to skate by with anything here..I'm actively supervising and involved in all the work at the house.

@Sean Brennan if you don't want the CA fees then you may have problems, I haven't tried toeing the line and you may be able to skate if your partners in PA can do most of the managing or at least you can argue they do, this is too complex for an online forum I think I'd say get a pro to help you out.
