This is standard behavior in many fields of investing, etc.

The behavior is inconsistent.

If we keep bailing out people and companies will the bad behavior ever stop?

The guy turned out to be a convicted felon with a history of violent behavior and drug trafficking.

And condoning bad behavior is not 'having a big heart', it is enabling.

Unfortunately, too many slobs out there believe it is and attempt to hide behind laws that weren't meant to defend their behavior.

I think over the longer term it will go back down quite a bit - if history is an indicator of future behavior.

If the agent told you the offer was submitted, but then you found out it wasn't, report them to their broker or to the Real Estate Commission...this type of behavior shouldn't be tolerated.Then find a new buyer's agent.

Our tax code encourages behavior that is detrimental to our country and it puts us at a disadvantage globally.

So, even if it is a charged debate topic, just like tax and immigration reform are always hot topics come election year that are forgotten about one week after innaguration, responsible middle class people will not get rewarded for good behavior.
