the only reason my home didnt sell for so long .. was beacuse i havent cleaned a thing since 2005 the house is practically not even livable the bathtub have al turned colors of brown green and blue along with all the toilet i bought 10 cats and they poop all over the house and i dont clean it. i worked for years noone wants it my haouse smells so bad that when people came to look at it they walked in started coughing from the smell and walk out... this man decided to buy it i wish he didnt... and ever since he bought it ive made it even worse... i take the garbage out and let it pile up in the living room until they leak his wife yelled at me to take the garbage outside since they are ruining the hardwood flooring... but i dont care if they try and make me leave this is me threatening them that i will do more damage.. we have a meeting scheduled for tomorrow at 7pm to talk about the appliances and chandelier..

In fact, I did some learnamication since your post and discovered that I don't really want RUBS at all.As you point out, RUBS (ratio utility billing system) is just a way of dividing up a bill *without* actually measuring individual usage.What I really want is sub-metering.I want to install some water meters and have somebody - maybe me - check on the usage each month and use that to divide up the bill.Potential issues:- Can I divide up the whole bill based on water usage, when the bill in fact includes water, garbage and sewer?

As a few others have said I would not be inclined to do over that kitchen (at least not the cabinets, I'd paint it and put down tile since it is nice and it is durable) I also would just change out some stuff in the bathroom (No pooper and would tile that as well, looks like it had wall paper so I'd get that garbage out of there).What is the drop off in rents and quality of tenant (Though if you need the high end unit to get section 8 I assume the quality doesn't really go down) for the "freshened up" place that isn't fully updated?

If you take the usual moronic approach of buying the cheapest mass-produced imported garbage from your local Big Box, and then slapping it together, and think it will last, then you WILL spend a lot of nights/weekends fixing that same garbage.
