They are usually a pain and you should get a decent hourly rate to fix what ever it is ... 30- 40 an hour is reasonable to charge for small jobs...

The reason being is that you can cover an entire zip code focusing on a specific pain point pretty easily.

In addition to the workmanship, you want to work with someone who is good at managing time, people and his relationship with you, his client :-)    We are actually building out a network of approved contractors because one of the biggest pain points investors and landlords face in Philly is finding reliable solutions. 

I start to feel like my list's pain point is not strong enough.

Obviously these are very generalized numbers and I feel your pain with L&I, they gotta be getting paid by the hour based on how slow and painful it is to deal with them sometimes.

Our pain point is that we have talk to many banks and it seems we have no way of taping into the equity of our portfolio. 

Typically in California, a Will alone is not sufficient to avoid probate - which is a pain, time consuming, and very expensive. 

It doesn't matter how many brokers and REA feel pained and whine and slander guys who don't have a license yet able to make money off their sweat. 

If you do it all yourself at minimum your looking at probably 5-7k on the kitchen, 2-3k on the bath, 1.5k in the floors unless you are using the peel and stick tiles, close to 500 in pain and supplies.
