Most important thing is that the back panel (which is attached to the wall studs) is attached to the cabinets side panels, (which hold the shelves and weight) are assembled correctly!

It might be worthwhile to get clamp meter and test the loads being of each circuit in the electrical panel.

If your panel does not have enough reserve, the panel upgrade can add significantly to the cost.

Additionally, even if you do get the variance successfully, you will likely need to conform to current construction codes for 4 units which includes sprinkler system, fire panel, and other fire code items.

We already pulled all the paneling off and when we did, the sheet rock was damaged from pulling the paneling and glue off the wall.

The house has refinished hard wood, new carpet, new baths, refinished cabinets, new appliances, new paint, new 6 panel doors, new lights, fixtures, door handles etc.

We did upgrade to a breaker panel.

I found were the previous person cut all the circuit wires behind the breakers in the panel, no value though.
