I do not know the legality behind not being able to change locks if the property has not been occupied, but do not see the harm in trying to secure your property in the meantime.

Yes, as usually happens, laws designed to "protect" people (eg discrimination) end up indirectly harming those they meant to protect.

I've seen too many situations where the ex comes back and seriously harms both the woman he was abusing along with whoever is there trying to help.She needs to insist that her sister get on out of there and leave with her now or be prepared to leave her behind and help from afar.
