Oh and don't forget the 3-fingered gloves.Serious answer though: the hand tools missing from your list are: cats paw nail pullers (framing nail and finish nail sizes), flat bars (big and small, I like to sharpen mine up), nail set, speed square, pliers, chisels, level, flush cut saw, and wrenches (crescent wrenches/adjustable wrench and socket set).

I won't finger the tenant based on a landlord's guesstimate of what a normal bill is, let alone what her normal bill is, particularly where the landlord is trying to lay off his responsibility for structural maintenance.
