We also were able to order a double pane insert to replace a solid side panel and then insert it but it was the only window there was nothing to match.

No-one complained & we are way ahead of the game.So to be fair you could attach the same type of meter to keep tabs on the usage & then determine $$$ reimbursement if switching the feeds to a common landlord panel is not viable.
