This is usually reserved for private sells and not bank REO's.That said, when I say I buy before it hits the MLS, what I am referring to EXACTLY is that I am made aware of the property before the listing (often just after the occupanjts have been evicted and sometimes before that), I am given access to the property to do my inspection/walkthrough, I am told what the BPO is submitted at and if that price meets an acceptable price for my purchase, I have an offer written up with all docs (POF, articles of incorporation, EMD check copy, contract) ready and waiting for the day (if and when) bank comes back with approval of that BPO price.

@Dmitriy FomichenkoI recently opened a solo 401K and BOA wouldn't open a business account for this unless I had articles of incorporation or a business for this 401k on SUnbiz (in FLorida).  

In that case, would the owner pay for the utility and incorporate the price into the rent?

Not every issue is about legal, or not legal... in fact the issues that shape our character, that fiber people stand on and say- he / she is that 'kind' or 'type' of person... they have nothing to do with laws- they have everything to do with where we operate inside of the laws.

You can learn a lot from many sources if you keep an open mind, incorporate others’ info into your style and build upon it.

I'm incorporating a lot of these suggestions. 

(plus, I just read the post on influence points and how it works. ) I'm going to try and incorporate it more in the future.
