In each of the last last two years the owner has spent $30,000 in repairs and maintenance which is significantly cutting into the profit margins but seems to signify that the property has a lot of differed maintenance issues that are finally coming into the light.

I hope my nooblet question is not inappropriate, but what do the numbers signify?

If you are seeing dark spots, that could be the asphalt impregnated mat which the granules are stuck to and would signify severe aging.  

For instance, if I am in the process of raising rents for several units I may choose to have the rent amount end in a 5 or a 0 to signify whether the rent has been raised in this round or not.

There are some reasons to use the white wire for power, and there's nothing wrong with doing it as long as the wire is re-identified with black to signify a power wire.
