With these dampers you can restrict air to the areas that are a little cooler wich will force more air to the areas that are warmer.You may also consider a "duct booster".

I'm going to see if I can and then go to an inline instant WH as a booster, which would give me free hot water all summer long, but that may not be reasonable. 

They are big boosters of the neighborhood.In the 80's and 90's, that area was a war zone.

I'm not an NAR booster by any means, but a large reason for their existence is to make sure the public is not taken advantage of by its members.
