An application fee should not apply at this pre-qualification stage, I'm sure mortgage brokers or a bank will go this far without charging fees, if they want money for that, find another lender.If you take them in there to underwrite a lease option, there may be a fee, ask and negotiate it to what they will be doing.As to the clean car and housekeeping, I'm sure there can be exceptions, but after a few tours of over a thousand units, and seeing the cars, well, if they have a trashy car inside they are pretty sure to live that way as well.
