For the rest, I would speak to 3-5 property managers in the area and gather their thoughts/observations on vacancy rates, % of gross rent that goes towards maintenance/repairs, and capital improvements. 

Make sure to be concise and clear in your observations and organization.The analysis and understanding of your current financial standing is the foundation for this decision.

You have a good chance of being right with your observation about 2017.

Just a few observations here:1.

I've listened to the inspector and done observations on enough properties at this time that I know what to look for, but use the professional as he has over 35 years experience and will catch things I am not aware of or confirm my thinking which is also helpful for the future.I've also used plenty of contractors that I know in general what rehab items cost, but there may be new things I am unsure of that could pop up in the future.

There are some really good resources on BP and some PRO members that are literally EXPERTS.  10 years ago it was unheard of, its been my observation that this sort of financing is becoming more mainstream as of late. 

The site is definitely great as well, I've been a behind the scene observer for the past few months.

Of course, my observation could be totally off base compared to your neck of the woods, but I doubt it.

I would check the demographics of the zip you are looking in and compare it to my observations.

Then were observant enough to notice the sign had a different number.
