Electrical baseboard heat also means running a lot of conduit/wire and possibly panel and service drop upgrades.

If they will allow the change, you'll need to submit proper drawings and plans and obtain permits for plumbing, electrical, mechanical (heating), and any other permits as required by your jurisdiction (often required to be done by licensed/insured contractors).Keep in mind you will need to change out your electric service panel to a 3-service entrance--1 meter for each apartment, 1 meter for 'common area'--exterior lights, etc.

I would like to see alternative and sustainable design and build included more in the main stream,  ie: Prefabricated strawbale panels, hempcrete, recycled building materials ect.

Obviously we have some electrical guys here, good stuff.I should have said too, to check the panel and see what kind of breakers you have, newer ones snap in from the front, you can take the cover off the front and see, don't touch anything!

I make sure all doors and windows open, close, lock and unlock correctly. if you have a home alarm, testing and replacing panel and unit batteries; also checking window and door entry detectors.the peace of mind for a tenant goes a long way when they feel safe in a new place.
