@Tim Gordon Question: Does a good highway system make it easier or harder for a drug dealer to receive and deliver his "product"?

I saw the other night what looked like drug dealing activity from my window.

While I was chatting with a few tenants in the community this afternoon, I was told that they all suspect one of the units are having drug related activities.

He also suspects drugs are being used but hasn't seen it directly, only heard them talk of it.

High crime rate, drugs, murders, etc.

My question is considering the lowest comp was 950, is it reasonable to offer 400,000. with a two week escrow, As-IS considering the amount of work it needs and the drug/ foreclosure history?

In most cases, you'll get the stay lifted within a matter of days and then you can proceed with your termination and eviction.Exception for drugs or damage to property.

I've seen women with excellent income, credit, and Landlord references but their boyfriend has drug charges, has little income or job stability, and no references because he's been couch surfing before shacking up with this woman. 

They have their problems like most people but are not felons,  not drug addicts, not gang-affiliated and definitely don't smoke. 

One block could be all slumlord rentals with sketchy people dealing drugs and a few blocks over you have almost all home owners with pride in the community.
