Today, I find out that the wholesaler's title company hasn't even touched my purchase contract, and we opened title a week ago - no title policy, no survey, no elevation certificate.

Free option - Get a copy of an old survey from the county showing easements and setbacks etc and sketching the outline drawing of the intended build on the survey.

It's essentially a huge scam, the government gets you to give them your phone number and then sells it to countless telemarketers so they can go on harassing you for surveys, votes and newspaper subscriptions.
