I find that the CAFR provides the very high level with demographics and trend data that are useful.Most cities also have some sort of forum where the expansion plans, new projects, and that type of thing are published or discussed.

I see the sale process as having to do with the non judicial process as it's covered in the code: time frame and noticing, publishing, the sale, the trustee's deed, etc.
