Showing that he is REQUIRED to pull permit on the contract seals the deal, in case of trouble, the city will send a citation that they need to inspect this and that, that will be your proof that he did not pull permit.

I've had that problem before - inspector walked in and made a citation that I didn't have permits.Luckily, only my electrician started the work so paid double for permit and closed when finished.Plumbing, HVAC wasn't bad because the city let you pull the permits as a homeowner and you're responsible for whoever does the job.Few years ago it wasn't an option - only licensed contractor could pull permit and it made rehab twice as expensive.In your case, I'd found licensed plumber, paid him to pull the permit and close it.You have to extend the closing because if you just sell it as is, you'll pay later much more, especially if there is a problem with the systems.

She asked him why he was doing that, as we had a lawn service coming by the next day, and he mentioned the city had come by and asked him if he could tell us the grass needed to be cut to avoid a citation.
