So, once the number for which a deal will work is known, I imagine it is simply a matter of being willing to make alot of offers knowing that most will be rejected but the play will be to find the sellers who make a counter.

The off the cuff numbers I'd heard from various contractors were between $1200 and $20,000 and the quote came in at $33,000.Needless to say, I resubmitted a considerably lower offer and it was rejected.
