By cellar I mean about 6 ft of head room with bare concrete walls and floors, exposed floor joists overhead, a bare light bulb for light, no outlets, and a half height wall holding the dirt back from the crawlspace area.

We have an electrical outlet outside of each unit that is made for the outside.They usually buy an outside light and plug it in to the plug.No I do not let tenants hard wire anything.We already have an outside door light for them.On the locks I would have to look at the cost involved.

It was unlocked of course because of the heavy duty orange extension cord going through the open front door... it was attached at the other end to a multi-outlet strip, into which the tenant had plugged in several lights, the stove, and the refrigerator!

Electric fireplaces are an option, but the outlet is not right next next to the fireplace and getting an outlet installed in the fireplace seems expensive, and you're also stuck forever with an outlet on the fireplace.
