Replaced roof/french doors, all plumbing fixtures, vanities, mirrors, electrical outlets/switches/fixtures, fixed garage door, painted, replaced all door hardware, provided new cabinet doors as cabinets were solid wood, new appliances, new front columns.What was the outcome?

One that I recall is that only 2 out of 30 plus outlets are grounded. 

Like getting a new necklace or tie but it doesn't go with anything else you own so you buy new higher end clothes and suddenly you FEEL better looking.

It is precise enough that I could even see which stores they would walk in to in an outlet mall.

One of the main issues with a cross over, under vanity type like the OP has is you need an electrical outlet for the pump, most vanities don't already have an outlet located inside of them.

Or the guy that had a "special application" that told him he should charge $48 for changing a 3 prong outlet to a 2 prong outlet (per outlet)?

There are many programs in existence, and I have done my homework researching the forum and other online outlets.
