A little outdated, but ok...

A negative population growth for years, is not exactly exciting to see, however it is clear that they are trying to revamp and update parts of their city/systems that are outdated.

Outdated two-prong electrical outlets and 60 amp (or less!)

These individual units have not seen any type of cosmetic renovation in probably the last 20 years, everything is outdated.

I told them I'll waive the notice requirements, the penalties, and return the deposit on move-out date, and prorate last month's rent if they move AND if they don't, I'll post a formal notice to cure and I'll call the cops everytime I see 'retail activities' and report it and I will encourage the neighbors to report as well... but sometimes I do worry about retaliation... 

I think another option is buying in a good location a house that is outdated and simply rent it that way. 

It was a little 50's 2bd 1bth in pretty good shape, but really outdated.

It's very old and out dated with water and termite damage.

Even if your repair tech. can find and fix the leak, it may still be an outdated system, even if it's sized properly for the home.There is a direct replacement for R-22 which requires minimal parts replacement (schrader valve internal parts, filter-drier) and that can save you some money.
