The garage is connected to an apartment, so definitely the apartment tenant has to be reimbursed for garage electric usage.

The only contractors I ever work with that I provide materials is the few guys that I have long relationships with that I do reimbursements for on materials, i.e. they essentially are only working for labor and I pay what they pay on materials.

Then when something that's not fun comes up such as late rent, tenant needing to reimburse you for damages, etc, they suddenly are either distant or hostile.

Just move your rent from $1000 a month to $1003 a month and you will know you'll be reimbursed in the long run.The other option is to sell that property and get out of the nanny state and move to a state where adults are still treated like adults. ;)

Then, I figured I'll let the tenant buy it, show me the certificate of insurance  with me as additional insured, and I'll reimburse him.Sounds like a headache till you get sue happy tenants.
