I'm in the "cabinets go on subfloor" camp and you just tile (or lay hardwood or vinyl) up to the toe-kicks...A couple reasons for this:1.

another thing i forgot to mention.. expose the hardwood upstairs. dont leave the carpet upstairs. who wants carpet these days?

And the wood flooring would maybe even just be painted in that low-income rental.So would a low-income tenant be willing to pay more for hardwood flooring?

Replacing carpet with vinyl hardwood, interior and exterior paint, replace A/C unit, minor concrete work etc.

It is an engineered hardwood floor. 

If I take out a home equity line on it up to 80%, if possible, I will need to hold it and the holding costs will be $6000.00 per year ( electric, water, insurance, taxes, maintenance ) If I rent it, the renter might tear up $6000.00 worth of stuff in a year putting holes in the walls for pictures, damaging hardwood floors and carpet, overflowing the toilets, etc.

The house has freshly refinished hardwood floors and tile in the kitchen.

I like the idea of hardwood over carpet.  

The same is true with hardwood floors.In Indianapolis, our local housing agency actually values the house at a higher rate when they are looking at comp rental rates in the neighborhood.
