I'd send both ways, cost of stamp is like  $.50  check your state landlord tenant laws for correct action required.

There is a 25 cents charge for each transaction, but that is cheaper than a stamp so the tenant is usually fine with the additional charge.

If you may have any interest in realestate investing you might not want to start out circumventing the law, as you will read many posts here, that's a good way to lose more than your shirt. and thanks lisa.
