If not, I send a bill.But if you don't provide that accounting within the time limit you lose the ability to withhold anything.If you feel inappropriate deductions have been made you can push back. 

Billings are based on the actual utility bills each month with a certain percentage typically deducted for "house" (common area) usage and the rest allocated among the units.There are third-party companies that will do all of the allocation and send out the bills each month.

It would be a good usage of your time to google it and read through articles on it.

At least in my market even outside of SEC 8, I don't feel landlords with shared meters are able to get enough rent increase to compensate for true usage.  

I can usually tell who may be using more water than the others based upon past usage and diligent record keeping.

That usage of the term "theory" is not the way science uses the term "theory."

Regarding the independent MLO usage.

They take the average of the peak 4 months of usage and simply move he decimal 2 places to arrive at demand (the peak current draw in kW).

But, I don't believe there is much out here (QC) regulating its usage.
