He has done everything wrong from using interior grade paint on the outside (hot pink) to inappropriate plumbing, flooring and other repairs.

We pay the electricity, and get the credit for what the panels feed back to the grid, and fold the estimated usage into the rent.

This can be a good forum to learn things and share information with other investors on many subjects...this is a subject that might be inappropriate for this venue.

And since Aaron is here in a very publicForum I suspect given his exposure to any type of deal that would be construed as inappropriate  he has protected himself from that kind of claims.Then the reality is if you get someone who maybe thought you did wrong you just rescind the deal and move on.  

His lease expires in June, and since I inherited him from the previous owner, there is no clause about drug usage I the apartments.

It is unlikely you would need to re-run wires throughout the property, but you would need to separate electrical usage from Tenant A and Tenant B.  

Or it is not a significant amount of electricity usage which can be neglected?

The first thing is to go to the City Zoning Department and find out what it's allowable usage actually is.
