That's caused by badly sealed or single pain glass & you not wiping it up when that happens.

A recommended solution to this is to dry your clothes on high heat for at least 30 minutes, then seal these freshly dried clothes in garbage bags with no holes.

I also like to use wax free toilet seals because they seem to better tolerate movement and are less messy than wax.

The downside is the time that it takes; it takes me about 10 hours to get 1,000 pieces of mail printed, sealed, and sent.

If you don't need a smooth finish you can seal and then hose them with knockdown (texture)

Remember: it's in the tenant's interest to NOT have an eviction order on their record so it's worth their while to negotiate once the thing is filed AND if you work it out you can agree to seal the file so there's no record of it against the tenant. 

I'm not saying everyone doesn't do this anyway, just like technically any plumbing that breaks the trap seal requires a pro, but it's good to know when you're potentially exposing yourself.

I use to seal mine once or twice a year and it still had issues.
