Also, your “great” tenants probably feel they are buying well below market rent with great behavior and dated units and may feel more entitled once they get closer to paying market rent.

The caseworker can pull a voucher for bad behaviors which is pretty effective.On the not so plus side, the caseworker may (they're usually overloaded) do a walk-thru and make you fix stuff.

I also believe many large mobile home parks prohibit this behavior, instead requiring owner occupancy as part of the rental agreement from the park.That's not to suggest there are not creative ways around that - but it is a consideration.
