I'm currently finishing up a rental that should be ready within a week, and I'm still undecided if I should provide a washer/dryer or not.

It is possible to purchase an investment property and an unforeseeable change in circumstances leaves you no other alternative but to sell and that is something that happens but the burden would be on you to establish that change in circumstances.Let me make it clear that I would never recommend that you do not follow the law, I am just pointing out that sometimes you are truly undecided on which way to go and if you end up engaging  in a transaction that would otherwise qualify, you do not want prior statements coming back to haunt you in the event you have to establish the intent. 

@John Thedford Undecided where at this time- it's a newer way of evaluating properties but I will be studying the price of RE vs. cost of rentals.

My last tenant move out 5/1 and I am undecided on what to do.

I am undecided whether to flip the 3 unit or use it as a rental property, either way I am okay with. 

As I mentioned to Carlos, I am currently undecided as to whether I plan to stay in the Bay Area for more than 5 or 10 years (I am from the East Coast), and therefore I am not sure if I will be here long enough to enjoy the home appreciation.

Can you imagine dragging around a buyer all day and not submitting an off because they were undecided or unqualified??
