Target first year law students, and most of them will stay at least 3 years, and even 4 years, if they plan to take the bar exam in your state.Someone else here on BP said medical students are also golden.They study all the time, they're really quiet, they spend most of their time in the law library.

I would be cautious and dig a little deeper.Being in a city on the state line, common reasons for people not changing their driver's licenses or vehicle plates here include: evading paying registration fees, evading paying sales tax by showing an ID from a state that has no sales tax, evading being tracked down by creditors, evading paying child support, evading the law, planning to move back to the other state soon (short tenancy), wanting to retain some of the benefits of the prior state (library card, voter registration, tax privileges, etc.)

@Ashleigh Armand Forget financial planners, insurances, they will get you more overwhelmed not less, just get a book like the Weekend Millionaire, it is very cheap or free in the library.

And they spend most of their time at school - in the library, etc., and basically use the unit to eat and sleep, and sometimes study in.They also will very likely stay several years, if you can target 1st year law students (or med students).This can be done by finding out how to advertise in their departments at the college.
