Have you looked into a refab metal stair that meets the dimension requirements?

I am also having a hard time finding dimensions for a plot I'm on the verge of purchasing in Henry County.

Give him general dimensions, floor layout, etc. 

My options were 1) to keep it at its current dimensions but I’d have to put it on a cement foundation and get a permit. 2) cut it back by 4’ and no permit, or 3) take it down.  

There is no re-framing of stud wall and we'll just replace the door with exact same dimension. 

The 3rd Dimension is what is most important: elevation. 

Your settlement dimension could change during the seasons as well, assuming you have expansive soils which is common in texas.

Make sure you put as much detail in the ad as possible include room dimensions, pet policy, address of property, and TONS of pictures. 

So I requested to get a survey done before we close on the property, but the survey can't be finalized because they can not track the deed or find a plat of the lot with dimension on it. 

I've built a spreadsheet for myself where I input room dimensions, check a box for tile, carpet, laminate or hardwood, then check a box for baseboards (yes/no), another for paint (yes/no) and my spreadsheet calculates out how much I'll be spending per room or per project type.
