His studio apartment was quite small and felt even smaller due to the ominous presence of a giant cross made out of heavy hand-hewn timbers, which he would haul around the courtyard and perimeter of the apartment complex nightly while wearing not much besides an actual crown of thorns, while drinking red wine and flagellating himself with a leather whip, reliving the blood sacrifice that redeemed us all as a way to thank Jesus for delivering him from the box of snakes (and freaking out the other residents in the apartment complex in the process, although weirdly they all just kind of ignored him).

Your interpretation of that would be the cynical interpretation, optimists and apologists will point to the giant Fannie Mae database of appraisals, a database that did not exist to be cross referenced, as is currently the case, 5 or 10 years ago.

But, when the market crashed even here in Silicon Valley, we lost 25% of our tenants overnight, other apartment complexes with lots of amenities had giant signs on the buildings that said no credit checks, free first month's rent, no security deposits - not kidding.What we learned was that student tenants are crash-immune.

Normally, courts just need proof of delivery.I wouldn't take it as some big giant problem that she hasn't signed the lease.

So, if your tenant wants to sue you, let them figure out the law and show you what it's supposed to be.But, this law won't apply to or hurt smaller time landlords in any giant way.
