The way they explained it to me was that they had the city attorney review the ADU laws and updated their municipal code to accommodate their interpretation of them.

If I'm interpreting correctly they're anticipating .75 rate cut next year so depending on what rate you're looking at today, knock .75 off of it and that's your rough target for the end of 2024.
