The unfortunate people who lost their homes in fires are not a large enough body of voters to draw this up and push it through alone.             

The tenant would literally barricade the door with their bodies to prevent entry.

The majority of porcelain tile do have a body color in the same tones as the surface color, whether glazed or not.

Some communities only allow a certain percentage of the units to be non-owner occupied, some don't allow Air BnB, their balance sheet could be weak and impose a lot of assessments.Try and reach out to the board of the HOA and hopefully attend their meetings to get a feel for them as a governing body of your investment.

This seems peculiar that your legislative bodies gave not provided for a better remedy to what is essentially a 'due process' issue for claimants; over gaps one that barred them after a reasonable period of time. 

Even so, you gotta deal with showing up and finding a body in the alley next to your house.
