My hunch is that if they are already trying to customize a property that isn't theirs, perhaps they are unclear on the concept.A few years back I had a tenant that asked if they could put in a garden.

I want to build some small multi-families (this is rural but educated South; I want to build old-style garden apartment buildings, 4-12 units) but haven't yet done the research on how to make them financially viable.

We have a very active community council, several neighborhood volunteer cleanup days, tireless community gardeners who maintain gateway gardens as volunteers while neighborhoods with more clout use the park service, and dedicated Citizens on Patrol.
