Ask the HOA and their property management firm with an answer in writing.I also share your concern, I've run into plenty of HOA and PMs that have interesting interpretation of their own legal documents.

And even if I the lease says 'pests' are the tenant responsibility after move in, it would be a common interpretation to apply that to roaches and ants etc. things attracted by lack of good housekeeping.

I have never run across another lender who will do this, because 99% of lenders interpret the guidelines to say you must season for 6 months.
