A new driveway, sidewalk, and landscaping is going to make a huge difference in the curb appeal of the house.

A lot of folks do it (https://www.biggerpockets.com/forums/67/topics/973...) but some materials experts are concerned with moisture and breathability issues caused by painted brick.What I've found is that painting won't change the value (technically), but curb appeal and making a good impression on the appraiser always helps.From the picture, it looks like you will be getting a commercial appraisal so the numbers matter more than how it will compare to other properties.I'd wait.

Even though it is only a rental, CURB appeal impacts people's desire to want to rent it, and thereby you able to get a little higher rent.Also, Appraisers are human as well.

While you said this is a low end property, what sells real estate is curb appeal.

Then I'll pick up trash, see about getting city trees planted, and improve curb appeal on both homes.

My theory is the main drain line goes through the front yard to the curb.  

Clean, well-lit, no smells, great curb appeal (impressions are formed within the first 7 seconds), and many other very wise tips for renting a property.

but knocking your competition to the curb is part of the job IF you want to be successful..
