Supreme Court unanimously held that a county's retention of the excess value of a home in a tax sale violated the Takings Clause of the Fifth Amendment.

The law removed the courts stance on pitbulls and removed liability from the landlords entirely.And if I recall correctly, the vote was unanimous, showing just how rediculous the courts decision was in that case.

Any sale, lease, or re-lease of any portion or all of the Property, any negotiation or re-negotiation of indebtedness secured by a blanket lien, the hiring of any property manager, or the negotiation of any property management agreement (or any extension or renewal of such contract) must be by unanimous approval of all Co-owners.

I think the consensus is unanimous.

He's already bought out several unhappy members, and I'm not sure if a unanimous vote against him by remaining members would be enough to vote him out.

Economists virtually unanimously indicate rent control is bad for tenants yet rent control gets enacted in new areas every year..

Fortunately, mine are in places where an eviction doesn't require an act of God, Congress, and a unanimous vote at the G20 :)  I would likely use the same philosophy in a tenant-friendly location as you do.

However, I'm not sure this is likely to pass since according to the Oregonian article it requires a unanimous vote.
