@Karen Margrave agreed, I’d just like to feel more comfortable about the wholesale concept assuming I had a brokers license and a developers license, not sure exactly where to get 100% clarity on the law/statute/regulation, etc.

And because 1031 is a federal statute you're really not limited by geography in your selections. 

What is allowed by statute? 

State statutes regarding N/R lending generally apply to residential loans, not commercial loans, the purpose of the loan and use of funds can effect the nature of the non-recourse status.

There is a separate statute that says even if a tax sale is void, the taxpayer must still pay the buyer for taxes plus interest.

So just make sure you look up Ohio's rental statutes and the rental statutes in the city you buy in.

It is not prohibited by statute. 

The statute speaks only to "intent".  

Some states have statutes that void a lease when the property changes hands.
