To go even deeper, personally, if set up well on the front end during tenant orientation, i'd much rather have the deposit given with clear instructions than no deposit and having to push an insurance company to pay out.

I didn't want to spend a ton sound proofing the basement ceiling so instead I went with a cheaper route where I put down felt padding with a rug on top that covered the entire living space that was over my area.

Most of the Denver area is pretty family oriented and friendly, but I would say most of the newer communities south of Denver are your best bet, Centennial, Littleton, Highland Ranch, and even Parker.
