About the only thing they could do to make a nation wide rent control program is to force states to implement their own laws by threatening to withhold money like they did to get states to change DUI laws to .08 or lose transportation funding.  

, MO, for some reason, did not even make the list (I looked at Unemployment, Construction, Manufacturing, Transportation, Profession, Business Services, Leisure and Educational Services % Changes)!  

But with that said look for proximity to public transportation, hospitals, schools, etc.

I walked a few blocks today around Frankford Transportation Center and it seemed a lot nicer than Arrott or Church Stations.

If you are going to focus on that find an area that is closer to public transport going to other feeder cities and check out the crime stats on any neighborhoods.

The north-south and east-west interstate highways intersect in the Harrisburg area, so transportation and warehousing are big fators here, as well as the location being within a day drive from 50% of the US population.  

Most growth comes from Agrifood, manufacturing, post secondary, and US/CAN border transportation. 

People rent everything now...housing, transportation, phones, music, software, rims, the list goes on...
