No eviction should be labeled easy, but outside of Albany evictions aren't as troublesome. 1) All things being equal, yes buying in states with less restrictive laws is better.

I see listings all the time labeled as "New Construction: Under Roof" only to find out they were built in 1978 but they just had a new roof installed.
