@Reggie ReardenIf the problem tenant has threatened another tenant with a gun ask the police to go in with you for your own protection.Additionally if something illegal is in the room the cop can take care of it on the spot and testify at the next eviction hearing.

For now, the neighbor’s testimony should be enough, assuming they’re willing to testify anonymously to get rid of an annoying neighbor.Now, even if I have the evidence and neighbors testimony and decide to sue, the courts don’t grant evictions for breaching the contract then that could be a waste of money and time and it’s an awkward position to be in.

To them it may be a lark (what can we get away with) but they are not thinking about the longer term consequences (typical).If they don't pay up and it actually goes to court, your PM can show / testify that no funds were pro-rated and transferred from the previous owner for March rent as well as that no payment has been made.
