Also don't think I saw anyone mention this but WiFi signal goes out and down , so putting on highest floor is the best option which also would resolve your dilemma ( until you moved).

However, if the apartments are bigger and there are more walls (e.g 2br and bigger), I suggest either going for a better router with more coverage or purchasing wifi signal amplifiers.

"As is" means precisely nothing in terms of obligation of the buyer; it is usually an attempt to signal the seller will not make changes, do repairs etc, but when faced with someone walking away from a purchase, they still have the choice to change their mind and do so.
