As her portion to pay includes a basic allowance for utilities and if they are high, they will do a one-time or ongoing change in what they pay.That said, just send her a notice to cure or quit and copy it to the housing authority (which your lease with them requires).

Please understand that serving a notice (be it a pay or quit or a cure or quit) is not an eviction, rather it is the BEST tool you have in your landlord toolbox to establish 1) that you are the "landlord" and they are the "tenant" and you mean business and 2) that there are terms and conditions per the lease agreement that they are legally obligated to abide, such that if they choose not to abide they can move out ("quit").

If the husband does end up moving in, you'll have to issue the tenant a notice (in my state it's called a "cure or quit" notice, but I believe in your state it is called a "comply or vacate" notice).
