However, I’m not sure if a non-renewal of lease would be considered as an eviction and would rather avoid the latter since that’s been postponed and I don’t want to enter a legal battle so soon, especially being new to the Chicago area.

Requiring evictions, regardless if they were covid related or not, to be postponed during a lockdown are ethical and fair which the landlord is already taking on the brunt of with a non-paying tenant while providing them full accommodation.

I've been informed that the courts open (as of now) 5/18 but first they are going to start with cases that were postponed due to COVID.my tenant was a problem before COVID and he is just taking advantage of the crisis.

Write up a very nice email explaining that it could be easy to misunderstand the law and then explain how the rent that is due is just postponed not erased.
