We gutted the bathroom and kitchen and not too long after we realized that we lacked the manpower to rehab this property within the allotted time of the HML term.

Our nation's finest is a bit busy now but when they get home there's no doubt as to who they'll be putting manpower behind.

City/county governments don't have that kind of manpower.
