Assuming that those are about 10"-12" tiles I'd probably find or build a bookshelf/cabinet, about 3' high, with the base, if not the entire thing, the exact dimensions of the gap.

Electric water heaters usually aren't extremely expensive.Save yourself some grief though and find one with the same dimensions as the one you're replacing (height and width).

To further clarify the "every job is unique" comment, every job is unique to different contractors because every contractor has their own preferred brand of equipment.A Goodman furnace will have different supply plenum dimensions that what would be seen with a Trane, Arcoaire, or Lennox.
