A typical repair for mold on floor joists is a soda blast, disinfectant and protective coating.

If the holes are big, prime first as even with good paint it will take 2 coats anyways.  

The purple master bedroom was finished on Monday after two coats of primer and two coats of paint. 

Crayon especially bleeds through most any colour of paint even at coat #3.
